Xylene, I don’t want to shoo away few of the active and regular commentators/commenters on my blog… :) so I won’t put this system in place on my blog. It is suitable for your blog since people might not read the post in a hurry to be the first one to comment.
I actually had something like this on a shareware software i used a few years ago. another time the program closed itself because i did not scroll to the end
There are countries in the world (eg. germany) where reading the EULA/TOS is just a waste of time, as they are not binding because you can only see them after purchase.

I have had this happen to me in a way. I didn’t scroll down the page and tried pressing it and I couldn’t. So I had actually scroll down so I at least saw the words even if they were going very fast.
